About Dental HIPAA Hub
Independent research resource for US dental practice compliance managers
Victoria Shmueli
Lead Researcher & Founder
Victoria Shmueli is a regulatory research specialist focused on translating federal health privacy law into operational guidance for clinical practice managers. Her research methodology centers on primary source analysis — reading HHS enforcement actions, OCR audit findings, and ADA guidance documents to extract what dental practices actually need to do, not just what the law says in abstract terms.

Our Mission
Dental HIPAA Hub exists for one reason: most dental practice managers do not have time to read hundreds of pages of federal guidance before the 2026 HIPAA Security Rule enforcement cycle begins. The 2026 Final Rule introduced mandatory MFA, annual penetration testing, biannual vulnerability scans, and accelerated breach reporting timelines. Practices that miss these requirements face Willful Neglect penalties of up to $1.9 million per violation category per year.
We read the primary sources so practice managers can act. Every page on this site is built from official HHS/OCR documents and ADA-endorsed guidance — not from secondhand summaries.
Editorial Standards
How we research and verify content
Primary Sources Only
All fine amounts, penalty tiers, and compliance requirements are cited directly from HHS enforcement notices, OCR audit reports, and Federal Register publications. We do not cite other compliance websites as sources.
Regular Review Cycle
Pages are reviewed when HHS publishes new enforcement actions or guidance updates. The 2026 HIPAA Security Rule Final Rule triggered a full site review in January 2026. Page-level review dates are tracked internally.
Affiliate Disclosure
Some pages contain affiliate links to compliance tools. Affiliate relationships do not affect which tools we recommend or how we describe them. We recommend tools based on their fit for dental practices — dental-specific features, documentation quality, and support.
No Legal Advice
Dental HIPAA Hub is an informational resource, not a law firm. Content describes regulatory requirements as published by HHS and the ADA. Practices should consult a qualified HIPAA compliance attorney for advice specific to their situation.
